Reeling from a series of bank collapses that prompted intervention from authorities around the world and generated violent swings in financial markets, investors, analysts and economists are sure of nothing ahead of the Federal Reserve’s decision on interest rates on Wednesday.The S&P 500 index was flat in morning trading.
