The 2024 Homeland Threat Assessment highlights how malicious actors have tested AI-driven tools against pipelines, railways, and energy networks. “AI lowers barriers to entry for bad actors,” Ferraro explained. “Even those with limited technical skills can launch sophisticated attacks using AI.”

AI also poses risks through social engineering, enabling criminals to craft convincing phishing emails or deepfake videos to manipulate targets. Ferraro cited a recent example where cybercriminals used AI to mimic an executive’s voice, leading to the fraudulent transfer of millions of dollars.

2. Weapons of Mass Destruction (WMD)
AI’s ability to democratize access to complex information poses a grave risk in the realm of WMDs. Ferraro shared findings from a DHS report warning that AI could facilitate the development of chemical and biological weapons.

“AI organizes vast amounts of information, making it readily accessible,” Ferraro explained. “While this is beneficial for legitimate purposes, it becomes dangerous when applied to designing WMDs.” He highlighted gaps in current regulatory frameworks, emphasizing the need for global collaboration to address these risks.

3. Terrorism and Radicalization
Violent extremists are increasingly leveraging AI for propaganda, recruitment, and operational planning. Generative AI enables the creation of deepfake videos and multilingual translations, amplifying the reach of extremist messaging.

The 2025 Homeland Threat Assessment predicts that extremists will use AI to enhance attack plans, fill gaps in technical expertise, and incite social discord. “AI’s ability to generate realistic, persuasive content is both a blessing and a curse,” Ferraro noted. “We must stay ahead of malicious actors who exploit these capabilities.”

4. Financial Fraud
AI is enabling an unprecedented scale of financial fraud. Deloitte estimates that AI-driven fraud losses in the U.S. could reach $40 billion by 2027, up from $12.3 billion in 2023.

Key fraud tactics include:
- Impersonation: AI deepfake technology is used to mimic trusted figures, such as executives or family members, to manipulate victims.
- Automation of Scams: Generative AI creates realistic phishing emails and messages, increasing the volume and effectiveness of scams.
- Synthetic Identities: AI generates entirely fictitious identities to open fraudulent accounts and evade detection.

Ferraro offered practical advice: “Simple, low-tech solutions like multi-factor authentication and shared passphrases within families can help mitigate these risks.”

5. Exploitation and Abuse
AI is fueling a surge in exploitative content, including non-consensual pornography and child exploitation material. Ferraro pointed out that synthetic media often wastes law enforcement resources, as investigators search for victims who may not exist.

“Even purely synthetic content imposes costs on government resources and society,” Ferraro stated. He emphasized the importance of stringent legal frameworks and international cooperation to combat these crimes.

AI for Good: DHS’s Strategic Applications

Despite the challenges, DHS is leveraging AI to enhance its missions and improve efficiency across its operations. Ferraro highlighted several initiatives:

1. Intercepting Illicit Drugs
Customs and Border Protection (CBP) uses predictive AI to identify anomalies in vehicle crossings. This approach recently led to the seizure of over 75 kilograms of fentanyl.

2. Rescuing Exploited Victims
Homeland Security Investigations (HSI) employs machine learning to enhance images and identify victims of sexual exploitation. In 2023, Operation Renewed Hope identified 300 previously unknown victims, rescuing many.

3. Accelerating Disaster Response
FEMA uses AI to assess damage remotely after disasters, enabling faster and more targeted aid distribution.

4. Training Immigration Officers
AI-powered chatbots simulate asylum seekers, helping immigration officers refine their skills and improve adjudication accuracy.

5. Supporting Hazard Mitigation Planning
Generative AI assists under-resourced communities in drafting hazard mitigation plans, enabling them to qualify for federal disaster grants and build resilience.

The Roles and Responsibilities Framework: A Roadmap for Safe AI Deployment

Recognizing the complexities of AI, DHS developed the Roles and Responsibilities Framework for AI in Critical Infrastructure. This voluntary framework provides actionable recommendations for key stakeholders, including:
- Cloud Providers: Focus on secure environments and monitoring for anomalous activity.
- AI Developers: Ensure responsible model design and mitigate biases in AI systems.
- Critical Infrastructure Operators: Maintain robust cybersecurity practices and monitor AI performance.
- Civil Society Organizations: Advocate for ethical AI use and ensure accountability.

The framework emphasizes collaboration across sectors to address vulnerabilities and maximize AI’s benefits. “AI safety is a shared responsibility,” Ferraro said. “We must work together to ensure its safe and secure deployment.”

Ferraro concluded with a call to action: businesses, policymakers, and technologists must adopt the framework’s recommendations to harmonize AI safety practices, protect critical systems, and enhance public trust.

“By aligning on safety and transparency, we can create a future where AI strengthens our critical infrastructure without compromising security or civil liberties,” Ferraro stated.
